President Museveni who is criticized for his cash in the envelope donations to his supporters says such cash giveaways are not the best solution in tackling the people\'s problems in constituencies.
Museveni during the State of the nation address also cautioned the voters in constituencies to desist from expecting Members of Parliament to shoulder their development.
Hardly before Museveni could complete his caution Opposition Chief Whip, Cecilia Ogwalchipped in from the floor accusing the President of grooming the bad culture through his cash in the sack donations.
Ogwal\'s interjection caused some laughter from Members of Parliaments as the President went on to justify why Members of Parliament should not be made to shoulder their constituent\'s problem.

Museveni explained that he is always forced to offer the envelopes to dancers at functions because in some cultures people expect such donations.
He says he has personally tried to discourage the practice of donating to individuals but rather direct the money to groups.
Museveni said it was common for people to line up along on the expecting envelopes whenever he would travel to his ranch in Kisozi.

Speaker of parliament Rebecca Kadaga had before Museveni\'s speech said the work of parliament was greatly being affected by lack of quorum and absenteeism on part of Members of Parliament.
She said Members of Parliament are forced to stay out of parliament while they attended to what she called insatiable demands from their constituents.
