Nakaseke LC 5 Chairman Takes Over Health Centre Ambulance

Residents in Kikamulo Sub County in Nakaseke are up in arms over alleged misuse of the Kikamulo health centre IV ambulance by district LC 5 Chairman Ignatius Koomu Kiwanuka.

 

In early 2012,the Ministry of Health donated a double cabin registration number UG  4080M to work as an ambulance at Kikamulo health centre IV but residents claim that it was instead turned into the LC 5 chairman’s official car.

 

The Chairman LC 3 of Kikamulo Sub county Ssenteza Mwebe says that the health centre and sub county authorities have written numerous petitions demanding for the return of the ambulance in vain.

 

Mwebe says that since the LC 5 Chairman took control of the vehicle eight months ago, the health centre has suspended outreach programmes that include immunization, antenatal care, HIV/AIDS sensitization and supervision of other patients.

 

Mwebe explains that the car was also being used to transport patients who couldn’t be handled at the centre to Nakaseke hospital and Kiwoko hospital but since it was taken away, patients have to meet the transfer transport costs themselves or die.

 

Mwebe says that on October 24, 2012, the Nakaseke Chief Administrative Officer (CAO) Loyce Joyce Namboozo wrote to the sub county claiming that the district was ready to return the car but it has not been returned.

 

The councillor for Kikamulo Sub county Kasolo Ssajabi says that the residents and local leaders tried many times to have the ambulance returned but their pleas have been ignored.

When contacted for comment, the LC 5 chairman Ignatius Koomu Kiwanuka defended himself saying that he has been using the ambulance for official work temporally because his official car UG 2395R  was taken to garage for repair.

 

Koomu instead blamed the CAO Joyce Namboozo for failure to return his official car in time.

Koomu says that the district executive and district Council has issued an ultimatum of 15 days for his official car to be returned so that he can also surrender the ambulance to Kikamulo health centre IV.

 

Joyce Namboozo promised to look into the matter.

 

Recently Residents of Kiyunga Town council in Luuka district staged a demonstration over what they termed misuse of the car which was donated to Kiyunga health centre IV. They accused District Health Officer (DHO) Margaret Ssegonga for turning the ambulance into her personal asset leaving the health centre stranded..
