Napak Chief Administrative Officer Arrested on Allegations of Embezzlement

Mbaagwa was arrested by the State House Anti- Corruption Unit from his office this morning after he allegedly failed to turn up for questioning last month. Napak District Police Commander Michael Ongica told URN that the CAO had been summoned in connection to allegations of corruption, diversion of government funds and embezzlement involving nine other officials from Alebtong District.

The Chief Administrative Officer for Napak district Mbaagwa Muwonge Abdul Noor has been arrested. 

Mbaagwa was arrested by the State House Anti- Corruption Unit from his office this morning after he allegedly failed to turn up for questioning last month. Napak District Police Commander Michael Ongica told URN that the CAO had been summoned in connection to allegations of corruption, diversion of government funds and embezzlement involving nine other officials from Alebtong District. 

Early this year, the State House anti-corruption Unit arrested a number of officials from Alebtong District and handed them over to the Criminal Investigations Department for further investigations and subsequent prosecution.  The arrest stemmed from queries related to the misappropriation of funds in various departments, which drastically affected service delivery in the area. 

The unit led by Lt. Col. Edith Nakalema, queried an expense of 93 million Shillings reportedly spent on rehabilitating boreholes, 45 million Shillings which was reportedly spent on drilling boreholes, 22 million Shillings which was spent on spring well protection and two million Shillings which was spent on formation and training of water user committees, which however were nonexistent, across the district. 

Also queried was the alleged supply of desks to four (4) primary schools at a cost of 21 million Shillings, an expenditure of 56 million Shillings on the construction of the Catechist’s house in a non-existent village in Aloi Sub-county, and another 120 million Shillings which was reportedly spent on fencing of the District Headquarters. 

In the roads sector, the unit learnt that up to 67 million Shillings was reportedly spent on rehabilitation of various roads under DANIDA but no works were done and that the district officials had embezzled 33 million Shillings retention money of low-cost sealing of roads around the district Headquarters.

The unit also learnt that most contracts at the district were awarded to Heads of Departments leading to conflict of interests, shoddy work and delayed completion. Mbaagwa was the Chief Administration Officer (CAO) of Alebtong district, at the time of the alleged expenditures.

Stanley Eroku, the Communications Officer at State House Anti- Corruption Unit confirmed the arrest but added that he was still compiling information regarding the CAO’s case.

“The CAO was arrested this morning. As we talk, the anti-corruption unit has already picked him from Napak and they are on the way to Kampala”, he said on phone.
