Ntungamo District Council Recommends CAO's Transfer

The move to have the chief administrative officer immediately transferred followed heated arguments with the councilors accusing the office of the chief administrative officer of tampering with the 43 billion shillings budget,Failing to cut old trees and replanting new ones at the district headquarters, disposing of old vehicles in the district yard and old beds at Itojo hospital among other issues.

Ntungamo district council has recommended for the immediate transfer of Kweyamba Ruhemba,  the area chief administrative officer accusing him of failing to implement council resolution.

The move to have the chief administrative officer immediately transferred followed heated arguments with the councilors accusing the office of the chief administrative officer of tampering with a 43 billion shillings budget.

The Chief administrative Officer was also accused of failing to cut old trees and replanting new ones at the district headquarters, disposing of old vehicles in the district yard and old beds at Itojo hospital among other issues.

Ezekiel Niwagaba, the local council five councilor for Kibatsi moved a motion on Tuesday asking council to recommend the immediate transfer of the chief administrative officer.Alshe Mupenzi, the district councilor for Rwikiniro seconded the motion saying that Ruhemba had refused to work with the district's political wing.

The motion received great support from a section of councilors prompting Elijah Atuhaire to put the matter to vote.

A total of 22 councilors voted in favor of the recommendation, 05 voted against while 05 others abstained.

The voting was followed by jubilations from a section of councilors who revealed that the chief administrative officer cannot continue serving the district yet he is not willing to work with other key stakeholders.

Kweyamba Ruhemba, the embattled chief Administrative officer was not present as he is on leave.

Denis Muhumuza Savimbi the Itojo sub county local council Five councilor who is among those who opposed the recommendation revealed that the councilors acted out of sentiments and were not patient enough to give the chief administrative officer a fair hearing since he is on leave.

Ntungamo district chairperson Denis Singahache told the meeting that he declined to sign the final budget document for the year 2018/2019 because there were alterations that were not presented in council.

He revealed that it was however unfortunate that the budget that was loaded on the system was totally different from that approved by council. Kweyamba Ruhemba is yet to comment on the matter.
