Ntungamo District Councillors Refuse to Approve UGX 9bn Supplementary Budget

Councillors led by Denis Muhumuza the councillor Itojo sub-County said that the council was not ready to approve the budget without the breakdown of the funds. He says that they need to know how much has been allocated to each department and how it will be utilized.

Ntungamo district councillors have refused to approve the 9 Billion Shillings supplementary budget.  

During the council session held on Friday, the Secretary for Finance Naboth Mpirirwe requested the council to approve the budget. He told the councillors that the supplementary budget was delayed by relevant departments and needed to be approved for the smooth operations of the district.

However, councillors led by Denis Muhumuza the councillor Itojo sub-County said that the council was not ready to approve the budget without the breakdown of the funds. He says that they need to know how much has been allocated to each department and how it will be utilized.

Elijah Atuhaire, the District Councilor Rugarama North Sub County, said that it has become a practice with the Ntungamo district leaders to present figures without indicating how the funds will be spent.

Mpirirwe pleaded with the councillors to approve the budget saying that part of the money was meant to clear pension arrears, rehabilitation of administration building, the introduction of parish model and small scale irrigation among others.

This was opposed by the councillors noting that they had approved the fiscal year budget and funds were not yet utilized.

Saidat Tushabe, District Woman councillor Rugarama Sub-county, said that the money for this financial year has not yet been spent. She questioned the justification of rushing the supplementary budget without scrutiny from the relevant committees.

District Speaker Nicholas Twikirize referred the supplementary budget to the relevant standing committees for scrutiny before approval.
