Ntungamo Eases FMD Quarantine Due to Christmas Festival

Ntungamo District Foot and Mouth Disease Taskforce has eased the livestock quarantine in Ngoma and Rubaare sub-counties because of the Christmas celebrations. The two sub-counties have been under quarantine since June this year following the outbreak of Foot and Mouth Disease-FMD. 

Farmers and livestock traders have since the start of December been pleading with the task force to ease the quarantine and allow them to do business during the Christmas festivals. Yake Basulirwa, the Ntungamo District Veterinary Officer, says that they agreed to ease the quarantine restrictions to allow people to enjoy the festive season by opening livestock loading and offloading sites and slaughter areas.

He says they have allowed 33 loading sites and slaughtering to be done at either village or parish level depending on what the parish task force agrees upon. Basalirwa, however, says they are not allowing livestock farmers and traders to move cattle on foot and won’t allow them to take back cows to the farm from the loading site.

Robert Kamuntu, the Ntungamo Deputy Resident District Commissioner and Chairperson of the FMD Taskforce, says that despite the opening of the loading, offloading sites, and slaughter areas, livestock markets have remained closed. He says that they are still monitoring the situation since the last case was reported in Ngoma and Nyarutuntu areas.

Sam Mucunguzi, the Ntungamo District LC V Chairperson, says that the quarantine in Rushenyi County was initiated by the district to find ways of fighting the movement of cattle from across the Border in Rwanda. He said that they will keep sensitizing the people and security as they evaluate the 68 days to officially declare the county FMD free.

Esau Nsimiire, the Ntungamo District Internal Security Officer, says that investigations have shown that FMD in the district is brought in by cattle crossing from either Rwanda or Tanzania through the porous borders, the reason the district kept the quarantine in both sub-counties. He says security will keep around despite the easing of the quarantine.

Geoffrey Kato, the chairperson Ntungamo district farmers Association has appreciated the easing of the quarantine, saying that traders and farmers have suffered a lot due to the ban on their only source of livelihood. 

FMD is spread by infected animals through contact with contaminated farming equipment, vehicles, clothing, and feed and the affected animal presents blisters inside the mouth and on the feet that may rupture and cause lameness.
