Ntungamo Leaders, CAO Clash over District Exams

A row has erupted in Ntungamo district between leaders and the Chief Administrative Officer over the district exams

The leaders accuse the CAO Kweyamba Ruhemba and the head teachers of conniving to extort money from parents.

Under the arrangement, each pupil in Primary four, five and six is required to pay 4,500 shillings for exams. There are 245 primary schools in the district.

According to Ntungamo District Speaker Elijah Atuhaire, the examinations were suspended by the district council following an outcry from the parents.

Atuhaire adds that the CAO and the head teachers did not provide accountability for the money they were collecting from the parents.

Edson Turyatemba, the Ntungamo district secretary for education, says that they were surprised when Ruhemba directed the head teachers to ensure that the pupils pay the money.

Denis Muhumuza, the Itojo sub-county councillor says that more than 60 million shillings has been collected in his area. He wants the money refunded to the parents.

A headteacher who talked to our reporter on condition of anonymity notes that they are aware that the examinations were banned but were also surprised to receive a circular from Ruhemba directing them to collect the money.

Ruhemba has declined to comment on the matter.
