Ntungamo Principal Human Resource Officer Underfire from Councilors

Jennifer Muheirwe, the Ntungamo District Principal Human Resource Officer, is under fire from the district council for alleged misconduct. On Thursday, several district councilors took to the floor and leveled a string of accusations against Muheirwe.  

She was accused of among others withholding salaries of staff, wage deductions, refusal to provide staff lists, harassment of pensioners, and a failure to collaborate with her colleagues. Saidat Tushabe, the Rugarama Sub County sub county councilor, and Finance Committee chairperson accused Muheirwe of being uncooperative. 

She accused Muheirwe of consistently skipping relevant committee meetings when invited, which has impeded the department's smooth functioning. Wycliff Twinamasiiko, the Kagarama Town Council councilor, revealed that he had received several complaints from staff members lamenting the chaotic state of affairs and alleged mistreatment by Muheirwe. 

Emilly Atuhaire, the Nyabihoko Sub County councilor, expressed her disappointment and concern over staff members neglecting their duties due to the alleged mistreatment by Muheirwe. Aidah Kebirungi, the Nyamunuka Town Council councilor, disclosed that the district leadership and staff were suffering. 

She explained that the Principal Human Resource Officer appeared to be untouchable, leveraging her connections with high-ranking individuals, which has left those she is meant to serve enduring hardships.

In response to the allegations raised by council members,  Ntungamo Chief Administrative Officer, Mathias Ndifuna admitted to their veracity. 

He expressed his repeated efforts to address the issues but noted that the primary challenge lay in the lack of unity within the department. Ndifuna expressed his personal dismay upon discovering that Muheirwe locked her office whenever she left, even when other officers were available to take her place. He noted this practice fueled discontent within the department. 

The District Speaker Twikirize instructed the Chief Administrative Officer, Mathias Ndifuna, to take appropriate action against Muheirwe. When asked for a comment regarding the accusations against her, Muheirwe referred our reporter to the Chief Administrative Officer’s comments during the Council session, noting that she is not allowed to speak to the media.
