Obongi Residents Want Refugee Services Transferred to Adjumani

Fungaroo says the move was aimed at blocking Obongi from benefiting from the US 251 million meant for water management and infrastructural development in refugees areas and the host communities so that the money is diverted to Moyo town council.

Obongi residents have rejected the UNHCR offices in Moyo citing a poor relationship with district officials. The Obongi County MP, Hassan Kaps Fungaroo, says his voters want all refugee related programs to Obongi channeled through the Pakele UNHCR office in Adjumani district from Moyo.

"Let the UNHCR Country Director temporarily transfer our activities to UNHCR Pakele Sub office. All the activities in the coordination of the refugees' operations in the Palorinya refugee settlement camp should be shifted to Pakele as we prepare for the beginning of the operations of Obongi district on July 1, 2019 to avoid the hostile environment in Moyo district," Fungaroo told journalists at Arua Airfield on Tuesday.

Obongi is home to over 100, 000 South Sudanese refugees at Palorinya refugee settlement camp in Palorinya Sub County. According to Fungaroo, since government decided to elevate the county to a district status effective July this year, they have had a frosty relationship with the Moyo district leadership and some UNHCR officials.

He claims that the Moyo officials led by the LC V 5 Chairperson, Williams Anyama hatched a plot to place Palorinya Sub County under West Moyo County before the commencement of Obongi district. Fungaroo says the move was aimed at blocking Obongi from benefiting from the US$ 251 million meant for water management and infrastructural development in refugees areas and the host communities so that the money is diverted to Moyo town council.

He also accuses the district leadership of negatively influencing UNHCR officials in Moyo turning them hostile to the people of Obongi.

"We have resolved that from now we are not going to operate under Moyo district office of UNHCR. We are going back to Pakele because we used to be under Pakele. All those NGOs operating in Obongi will be those ones from Adjumani (Pakele) because its Adjumani side that has good will towards Obongi not Moyo," Fungaroo vowed.

The Moyo LC V Chairperson, Williams Anyama denied all the accusations leveled against him by the legislator. “I want to say particularly from my leadership both political and technical that, we completely don't have any intentions or strategy to frustrate the Obongi district status, which is to be attained in July,” he said.

Adding that, “Even right now as I speak, there is a meeting going on to recommend key technical officers who will work in Obongi. The office of CAO has already prepared a list of staff to start the district and that clearly shows that we are not part of all the allegations made by Fungaroo.”

Anyama advised Fungaroo to focus on making national policies and leave the work of relocating UNHCR offices and allocating school buildings, toilets and boreholes to local councilors.
