Parliament Commissioners Attack Museveni Over Kadaga Remarks

The parliamentary commissioners defended the Speaker of Parliament Rebecca Kadaga following harsh remarks made by President Museveni during an NRM caucus meeting held on Monday at State House Entebbe.

The parliamentary commissioners defended the Speaker of Parliament Rebecca Kadaga following harsh remarks made by President Museveni during an NRM caucus meeting held on Monday at State House Entebbe.

The media has been awash with stories that Museveni told off Kadaga and Prime Minister Amama Mbabazi for their actions in the run up to the elections for the speaker of East Africa Legislative Assembly (EALA).

The three NRM commissioners, Chris Baryomunsi, the MP for Kinkizi East, Emmanuel Dombo, MP for Bunyole East and the Masindi woman MP Jalia Bintu presented a formal statement to defend Kadaga saying leaders should respect each other.

Sources that attended the caucus say the president kept wondering aloud, who Kadaga was and asked the Speaker why she traveled to Arusha to witness the elections of the EALA speaker.

During the elections conflicting statements came out showing glaring cracks in the ruling party, NRM. While Kadaga and some legislators were supporting Dora Byamukama, other party officials led by East African Affairs Minister Eriya Kategaya backed Margaret Zziwa, the eventual winner.

Museveni reportedly stated that Kadaga was under Kategaya as the Minister for East Africa Community. This has irked Commissioner Dombo who sought to remind the president who Kadaga is in the country. He sarcastically reminded the numerous presidential advisors to refresh the president with the list of leaders in the country and their roles.

As Speaker, Kadaga is the third highest ranking government official after the president and vice president, according to the 1995 Constitution. She is also the second National Vice Chairperson and member of Central Executive Committee, the highest organ in NRM. Kadaga is also the Kamuli Woman Member of Parliament.

Dombo demanded that the President respects other leaders.

Baryomunsi asked the president to respect all people in the party whether they participated in the NRM liberation before 1986 when government took over power.

FDC’s Elijah Okupa, who is also a commissioner of parliament, said the president was out of order for the outburst. As a commissioner, Okupa is privy to certain information despite being from the opposition. He says the president was consulted on several occasions on the matter. Okupa says Museveni wants to spoil the chances of those secretly vying for his seat, come 2016.

Sources who declined to be named told URN that Museveni is scheduled to meet with Kadaga and Mbabazi this weekend. It is still not clear what the agenda of the meeting will be.
