Last month, three female juveniles were admitted in critical conditions at Police Health Center III after they were gang raped in darkness by unknown assailants around Kaunda Grounds in Bardege Division. The incident happened during a trans night religious crusade but no arrest was made.
Residents of Gulu Municipality have decried the persistent power
outages in the town.
The regular power interruption has resulted in increased petty crimes such as
burglary, theft, shop break-in and pickpocketing among others by criminals who
at night waylay and attack unsuspecting residents.
Gulu and many other urban centres in neighbouring Kitgum, Lamwo, Pader, Agago,
Omoro, Nwoya and Amuru towns are in darkness due to erratic power blackout
caused by energy distributor, Umeme LTD.
Geoffrey Anywar, a resident of Gulu Town says that he recently lost 30,000
Shillings and a mobile phone to street goons who waylaid and attacked him
around the Buganda Pub, along Gulu - Kampala Road.

Innocent Amony, a resident of St. Mauritz in Laroo Division, Gulu Municipality
says that she has been living in fear and panic due to power outage in town
because her job requires her to leave work very late at night.

Aswa River Region Police Spokesperson, Patrick Jimmy Okema also issued a
security alert cautioning the public to be extra vigilant on their security by
avoiding to walk at night and dark spots.

during an overnight religious crusade but no arrests were made.
Other dark and dangerous areas include Gulu Public School area around the Main
Mosque; Ring Road and Tank Road in Pece Division; Alokolum Road at the
Industrial Area in Layibi Division and open Bomah Grounds in Senior Quarters.
The Uganda Electricity Distribution Company Ltd (UEDCL) and Uganda Electricity
Transmission Company Ltd (UECTL) through Umeme Ltd on Monday announced a
prolonged power blackout spanning 11th to 29th March from 08:00 am -
06:00 pm daily.
Tom Awuzu, the Umeme Gulu Area Manager disclosed that the planned shutdown is
to allow critical maintenance work along the 132kv Lira – Gulu and Kitgum
transmission line.
According to Awuzu, power consumers in Northern Uganda are expected to continue
experiencing unreliable electricity supply until April when alternative power
line from Achwa 2 hydroelectricity plant in Pader District is switched on.
