A mob survivor has remained on handcuffs on his sick bed four days after he was rescued by Police.
Konyen Lowari was admitted at Kotido Health Centre IV on Saturday with a fractured arm.
He survived being lynched by an angry mob that wanted to avenge the murder of Lochul Apanayese.
Lowari has since been referred to Matany Hospital for proper treatment but has remained on handcuffs Kotido HCIV.
Humphrey Nawari, a Medical Officer attached to Kotido HCIV says they have failed to transfer the patient to Matany hospital for proper medical attention due to lack of resources.
He says the health center doesn't have means for referral cases. The Kotido Criminal Investigations Officer, Joram Yeko, says police doesn't have resources to facilitate referrals of suspects to distant hospitals.
