The Old Kampala Police Division is hunting for an unidentified man who kidnapped a 4-year old twin in the Kawala zone of Lubaga Division, a Kampala city suburb over the weekend.

Commissioner of Police Fred Enanga identified the victim as Emmanuel Kato who was kidnapped on Saturday morning at around 10:00am, when his mother Nalongo Peace Kyoshaba left him home together with his twin brother Tom Waiswa to go get food items in the market.

Preliminary Investigations by detectives at Old Kampala police indicate that when Nalongo Kyoshaba left her twins at home, they moved out to join other kids to play in the neighborhood. However, they were approached by an unknown man who convinced them to be an uncle in the neighborhood.

He lured the twins with three other children to follow him for eats in the trading center. When they reached there he chased away the other three children and boarded a boda-boda claiming that he was going to buy food stuffs and to come back.

“He boarded a boda-boda and rode to Usafi market with the twins. When they reached there, he told the boda-boda man to remain outside with one twin Tom Waswa, and he entered the market with Kato ostensibly to shop. He disappeared with the child until now, Enanga said.

Enanga said the boda-boda rider has so far been arrested, rescuing one twin, but the hunt for the kidnapper and the second child is still ongoing.

Police is cautioning parents to be extra vigilant since crimes of child sacrifices, and human trafficking are on the rise in the country.

“Some of the parents are not vigilant," Enanga said. "You cannot leave your children of 4-years alone at home for you to go shopping. But also we need to continue teaching our children how to avoid strangers, not any stranger that comes close to them portraying them to be an uncle is a true friend to them."

Enanga added: ”Our children do have enemies, a lot of people still have motives of child sacrifices, others take these children for sale into childless marriages. So parents should really be careful but also train children not to entertain strangers."
