Kiira region police have initiated an investigation into new allegations of torture and extortion leveled against Herman Nuwagaba, also known as Abdul Ssempijja. Nuwagaba, who was remanded to Kirinya Prisons for impersonating operatives from the Chieftaincy of Military Intelligence (CMI) and the Jinja State Attorney, is now accused of further crimes.

Nuwagaba would reportedly pose as the Jinja Resident State Attorney and extort money from desperate relatives seeking to secure the release of their loved ones from prison facilities. He is also alleged to have posed as a CMI operative, promising to secure the release of hardcore criminals without following proper procedures.

Anonymous detectives have admitted to working with Nuwagaba and sharing confidential information about criminals with him, thinking he was a genuine CMI operative. They were shocked by his arrest. Emmanuel Nanhumba, one of the victims revealed that Nuwagaba intercepted him on his way to the market and forced him into a vehicle.

After being taken to Jinja CPS and then to a safe house in Kampala, he was brutally beaten. Nuwagaba demanded two million shillings from Nanhumba's family, threatening him with death otherwise. After receiving the money, Nuwagaba blindfolded Nanhumba and left him at the Bugembe police station.

Faizal Masinde, another victim, explained that Nuwagaba and a group of armed men abducted him and others, transporting them to Old Kampala CPS. There, they were tortured and released only if their families paid significant amounts of money. Masinde suffered injuries during the ordeal and continues to experience physical pain and psychological trauma.

Kiira Regional police spokesperson, James Mubi, confirmed that as of Wednesday afternoon, 50 complaints of torture, kidnapping, and extortion had been filed against Nuwagaba. The investigations indicate that Nuwagaba's criminal activities extend across the country.

Mubi encouraged complainants from various areas to provide their statements to help build a case against the suspect.
