The Anti-Corruption Court in Kampala has remanded David Mpuuga, the Chairperson of the Rakai District Service Commission, on charges of soliciting and receiving a Shillings 20 million bribe to secure employment for an individual.
Mpuuga appeared before the Anti-Corruption Court Grade One Magistrate Esther Asiimwe on Monday and faced three counts of corruption. The court heard that in March 2024, at Lumbugu Trading Center in Rakai, Mpuuga solicited an undue advantage of 20 million Shillings from Moses Mujuzi to improperly influence the decision-making of the Rakai District Service Commission, to secure a job for Julius Ssemyalo as an Agricultural Officer.
Evidence presented in court indicated that Mpuuga received the bribe in two installments: the first on April 4, 2024, at Katuntu Parish, Rakai Town Council, and the second installment of Shillings 14 million was received fifteen days later. Mpuuga denied the charges and was remanded to Luzira Prison until October 14, 2024, as investigations continue.
Recently, district leaders have raised concerns about misconduct and bribery allegations involving District Service Commission Chairpersons, claiming that jobs are being sold, with those able to pay higher bribes being favored for employment. The commission members are also facing accusations of giving jobs to their relatives.
