Kakwerere, Rukiga District LCV Chairman and his Vice, Samuel Niwandiinda have disagreed over public accountability and effective service delivery.
Kakwerere appointed Niwandiinda as his vice in 2021. Niwandiinda was also appointed as the
secretary in charge of finance, planning and administration for Rukiga district
council. However, Niwandiinda has come out to accuse Kakwerere of suffocating
efforts to have the public get updates about the performance of the district.
Niwandiinda argues
that ever since they assumed office in 2021, district leaders have never held a
radio talk show or community gathering commonly known as Baraza to explain to the people of Rukiga how the district has performed.
Niwandiinda also
says that no political leader has moved to the communities to supervise or
assess government programs like the Youth Livelihood Fund (YLP), Emyooga and the Uganda
Women Entrepreneurship Programme (UWEP) among others.
Niwandiinda also
says that the public is not aware if district leadership is performing as
expected.

Niwandiinda also
accuses Kakwerere of keeping quiet as the district faces an exodus
of civil servants due to Kakwerere’s alleged harassment.
He also claims that the district service commission, land
board, and Public accounts are inactive, which has hindered service
delivery.

But, Kakwerere says
that raising baseless accusations in the media and not in the council
sessions and district executive meetings is a sign of diversion.
Kakwerere says that he has received information that Niwandiinda is raising
accusations at a time he has picked interest to contest for the LCV Chairperson seat.
