Godfrey Nyakahuma, the Kabale Resident District Commissioner, said the suspects were arrested after a tip off that they replaced legitimate beneficiaries with their relatives.
Seven people have been arrested for allegedly messing up
Parish Development Model (PDM) program in Kabale district.
Those arrested are: Gil Andinda, Kyanamira sub county
Community Development Officer, Sonia Ahimbisibwe, Nyakagyera parish Chief and Mackline Nyesimire, Chairperson for
Nyakagyera Savings and Credit Cooperative Organization.
THe others are: Sicora Tumwegyese the Community Development Officer for Buhara sub county,
Scovia Kwarikunda Chairperson for Buhara Savings and Credit Cooperative
Organization, Innocent Twinomugisha Sacco secretary, Johnson Baguma, the treasurer for Buhara sub county and Silva Besigye
Twebaze a Sacco member.
The suspects were arrested on Saturday on orders of Godfrey
Nyakahuma, the Kabale Resident District Commissioner and his deputy Ronald Bakak.
According to Nyakahuma, the suspects from Buhara sub county were arrested
following a tip off from a concerned whistleblower that they replaced two
legible beneficiaries with their relatives.
Nyakahuma also says that those from Kyanamira sub county
were arrested after security discovered PDM money was given to civil servants,
retired civil servants, wives of Ugandan army officers and established hardware
dealers.

Nyakahuma says that the suspects currently being detained at
Kabale police station will be paraded before court next week to answer charges, most likely of misuse of office, sabotaging government programs
and causing financial loss to the government.

Kabale district received 7. billion shillings to be shared
among 79 parish groups. But so far only 1.8 billion shilling has been
distributed.
Kabale municipality
received 1.2 billion shillings. About 90 percent of the money for the municipality
has been distributed.
In August 2022, Mwebesa, Mujuni together with former Chief
Administrative Officer Edmund Ntimba, Christopher Namara, the District
Community Development Officer and Boaz Kakuru, the District Planning Officer
were arrested over alleged misappropriation of 289 million Shillings also sent
out as part of the Parish Development Model.
