Ssembabule CAO Fails to Account for UGX 193M.

Charles Nsubuga Kiberu, the Ssembabule Chief Administrative Officer has left the country days after failing to account for 193 million shillings meant to reconstruct a community polytechnic in the district.

 

Last year, the Ministry of Education sent the funds amounting to 286 million shillings as a fulfilment of President Yoweri Museveni’s 2012 pledge to renovate buildings of the dilapidated Lutunku Polytechnic Institute.

 

Lutunku Polytechnic is located in Rugushulu Sub County, Ssembabule district.

 

Last year during President’s tour of the district, Museveni visited Lutunku Polytechnic and found the building in a poor state. He pledged to facilitate the renovation of the institute with 286 million shillings.

 

Last week, upon getting confirmation from the Ministry of Education that the money was sent to the district, the Principal of the College Evlyn Zalwango Lubwama went to the office of the Chief Administrative Officer to demand for the money.

 

Zalwango explains that they have the document from the Ministry of Education showing how the funds were transferred to the Ssembabule district accounts but CAO Kiberu refused to release the money.

 

According to the information from the Ministry of Education they first released 93 million shillings early last year and then late last year they made the final disbursement of funds amounting to 193 million shillings.

 

As a result, the management of the institution gave Kiberu an ultimatum up to Monday this week to release their money but he has disappeared.

 

Fred Mwesigwa, a board member of the Institution, says that on several occasions they have visited Kiberu’s office to claim for their money but the office is always closed. Mwesigwa says they badly need the money to renovate the buildings.

The institute only managed to access 93 million shillings of the 286 million shillings it was supposed to receive.

Uganda Radio Network visited Ssembabule district headquarters and found many people who wanted to meet the CAO stranded.

 

But Charles Kiberu, the SSembabule District CAO denied embezzling the fund. He, however, claims to have received only 50 million shillings but he failed to explain why he has failed to transfer this money to the school account.

 

Kiberu refused to say more claiming that he is out of the country.
