Ssembabule Council Freeze District Accounts Over Fraud

Ssembabule Councillors have resolved to freeze the district accounts over allegations of fraud.

Ssembabule Councillors have resolved to freeze the district accounts over allegations of fraud.


In a motion tabled by Hope Kafuliyoko, a councillor representing Mateete Sub-County requested the speaker to pass a resolution freezing all district accounts, citing financial misappropriation.


Kafuliyoko accuses Ssembabule Chief Administrative officer (CAO) Charles Nsubuga Kiberu of spending funds from the accounts without council’s approval.


She says that Kiberu has been spending money outside the district budget framework, and that the district has lost a lot of money in such unclear expenditures.


Kafuliyoko explains that last year, council passed ten million shillings for Women’s Day Celebrations and Joint Mock Examinations for Primary Seven Pupils, the two functions flopped but Kiberu still indicates the money in the district expenditures.


Joyce Nalubulwa, a woman councillor for Mijwala sub county who seconded the motion, says that there are alterations in the budget implementation. She explains that in some cases, non-existent works like; roads are shown to have cost the district funds and yet there is no real work on the ground.


Nalubulwa blames the CAO for releasing the money and paying contractors without monitoring the work done. She says that Kiberu connives with the contractors to embezzle district funds, which the council cannot tolerate.


Joseph Migadde, representing Ntuusi sub -county, says that on several occasions they have been demanding the CAO to give them a performance report so that they can monitor the  District Development Activities but he has totally refused to avail them with the report.


He says that for the last six months, the council has been in the dark about the district expenditure and the local revenues but to their surprise, the CAO insists on paying service providers whom they accuse of doing shoddy work.


He cites Lwemiyaga Senior Secondary School where construction of a two-class room block has stalled for four months but the contractor was paid and yet the work is still incomplete.


Godfrey Bitakalamire, the District Finance secretary, says that a lot of money from the district is accounts is reportedly withdrawn and spent without his consent.


Therefore, the district council has unanimously resolved to freeze all the District accounts and called upon the Inspector General of Government to intervene to save the district funds that Kiberu has failed to manage.


However, Charles Nsubuga Kiberu, the Ssembabule CAO, distances himself from the accusation, saying that he is just a victim of a witch hunt by the politicians.


Kiberu explains that the only reason these councillors are accusing him, is because he reduced unnecessary expenditures in the district that used to cost the treasury a lot of money in the past.


He reveals that he reduced on the council sittings and unnecessary allowances that councillors were benefiting because the district experienced a deduction on revenue collection and budgetary cut.
