Sub County Chief Faces Probe for Failing to Account for UGX 83m

Former Ruhaama East Sub County Chief Frank Tugume Muriisa is under investigation for failing to account for over 83 million Shillings.

The money had been allocated for the payment of councillors' allowances, the construction of a market road and the renovation of two primary schools. But an audit that was conducted shortly after Muriisa was transferred from the Sub County found that 83,600,000 Shillings was missing.

Emmanuel Muhumuza, the Ruhaama East Sub County Youth Councillor and Chairperson of the Finance Committee says that 55 million Shillings of the swindled money was received from the Central Government while the rest was collected from local revenue.

Ntungamo District Chairperson Samuel Mucunguzi says that the internal Audit unearthed numerous financial errors in the accountability submitted by Muriisa while he was acting Sub County Chief. He adds that he has directed the CAO to halt his salary until he has reported on the errors in his reports or refunded the missing money.

Ntungamo Chief Administrative Officer Nasser Mukiibi says that this is not the first time Muriisa is failing to account for funds. In 2020, Muriisa failed to account for over 200 million Shillings that he collected when he was Sub County Chief for Nyakyera Sub County.

He explains that several letters have been written to Muriisa asking him for a refund but he has failed to pick up the letters from the registry and ignored those that have been delivered to him physically noting that he has been asked to step down to allow investigations.

Efforts to get a comment from Muriisa were futile by this afternoon.
