Tension as CAO, Ministry of Public Service Clash Over Delayed Salaries

A dispute has emerged between Mathias Ndifuna, the Chief Administrative Officer of Ntungamo district, and Catherine Bitarakwate Musingwire, the Permanent Secretary of the Ministry of Public Service, concerning unpaid salaries for civil servants for December.

A circulated document, attributed to Ndifuna, claims that salary delays resulted from the Ministry of Public Service's failure to complete necessary payment files. However, the Ministry refutes these claims, asserting that the accusations in the letter are unfounded and unrelated to their procedural timeline.

In a December 19, 2023 letter, Bitarakwate, rebutted Ndifuna's assertions, confirming the completion of payment files by December 15, 2023. She directed Ndifuna to promptly disburse staff salaries without further delay. 

The letter emphasized the importance of engaging technical staff from the Ministry in case of any technical issues, urging against creating unnecessary alarms that could negatively affect workers' morale. 

Ndifuna acknowledged receiving the letter from the Permanent Secretary but declined to comment further on the matter when approached for clarification.
