Top Katakwi District Leaders Fight over 10-year-old Gov't Motorcycle

Okwameri, who was serving as speaker for over 10 years since leadership of former LCV Stephen Ilemukorit to Walter Elakas Okiring on Wednesday 23rd June this year refused to hand over the motorcycle Reg. No. LG LG0037048 saying that he was still a serving councilor.

A serious battle has erupted within the leadership of Katakwi district over control of an old motorcycle that Francis Franco Okwameri, former district speaker, has allegedly refused to have hand over his successor.  

Before the swearing in of new leaders, the policy requires all the outgoing leaders to hand over the office and all official properties.

 But the Katakwi District former speaker, Francis Okwameri has flatly refused to hand over the motorcycle. Okwameri is currently councilor for Ngariam having been replaced by Bosco Aliabu Okiror as speaker. 

Even after the CAO, Saraphine Alia, and District Executive Committee writing about three letters to Okwameri, he has refused to hand over motorcycle.

 Okwameri  who served as speaker for over 10 years since leadership of former LCV Stephen Ilemukorit to Walter Elakas Okiring, on Wednesday 23rd June this year refused to hand over the motorcycle Reg. No. LG LG0037048  saying that he was still serving councilor Okwameri. In video that circulated in social media he is seen trying to fight police who when to impound the motorcycle at his home. He said  said he used his money to repair the bike. 

However, Abdul Okeng Muhammad, the district councilor for Palam (Secretary workers and production natural resource) who witnessed Police impounding the bike, explains that the DEC wrote asking Okwameri to hand over to next speaker following the DEC resolution after sitting 4 times . 

He says in a meeting on Monday 21st June 2021, DEC made the last decision upon which the CAO was directed to write to Police to impound the motorcycle.

According to Bosco Aliabu, the current speaker who assumed office on May 19, 2021, he has footed a lot of expenses of hiring Boba Boda to enable him reach office. It has been difficult since the lockdown was imposed reaching office until Wednesday when police impounded the motorcycle from Mr.Okwameri.

Seraphine Alia, Katakwi Chief Administrative Officer who is custodian of Government property said that Okwameri was supposed to hand over the motorcycle immediately after swearing of new speaker.

He confirmed that immediately after the Police impounding the bike he handed it to new speaker.
