Tumukunde Decries Poor Funding for Security Agencies

The Minister for Security Henry Tumukunde has called for more funding to support the countrys intelligence agencies. Tumukunde, who once headed the internal security organisation, says that without intelligence, security organisations can only do a postmortem on a crisis but not curbing the exact problem.

The Minister for Security Henry Tumukunde has called for more funding to support the country's intelligence agencies.

Lieutenant-General Tumukunde was appearing before the Presidential Affairs committee of Parliament to defend his ministry's budget which the covers both the Internal Security Organisation (ISO) and External Security Organisation (ESO).

Tumukunde noted that intelligence officers in ESO and ISO are helpless as they cannot gather intelligence information adequately since they are underfunded.

Tumukunde, who once headed ISO, stated that without intelligence, security organisations can only do a postmortem on a crisis but not curbing the exact problem. He says currently issues of pay of security officers in ESO and ESO, transportation and facilitation is a challenge to them.

He called for particular attention like that given to the Ministry of Defence and the Uganda Police Force, stating that Uganda needs to have high level intelligence looking at the refugees, the nature of Uganda as a landlocked country and the forthcoming oil which has drawn attention to Uganda.

ESO is meant to provide accurate, reliable and timely external intelligence of national interest to support policy making and implementation, law enforcement, defence and counter intelligence operations.

The Organization, however, has over the years had financial challenges including; lack Communication and Technical equipment, Transport equipment, Information collection, and Office accommodation. This has impacted on its ability for timely responses to operational challenges according to the minister.

ISO provides intelligence in regards to matters inside the country.

For the next financial year, ISO has a shortfall of Shillings 21 billion while ESO has a shortfall of 44 billion Shillings.

ESO which has a vote under the presidency has a proposed budget of 26 billion Shillings for next financial year while ISO has a budget of 16 billion Shillings.

Members on the Presidential Affairs committee said Government was inconsiderate in leaving out ISO and ESO when it comes to funding.

Ibrahim Kasozi, the Makindye East MP stated that security officers are doing arm-chair intelligence as they don't have funding. He said that's why security in the country has degenerated.

Susan Amero, the Amuria district Woman MP stated that intelligence officers are not getting adequate intelligence and as a result the country is at risk of insecurity. She stated that it is unfortunate that Government intelligence officers have no transport and facilitation.
