Uganda Not Doing Enough to Monitor Refugee Aid-Onek

The Minister for Relief, Disaster Preparedness and Refugees Hillary Onek has said the country has not done enough to monitor refugee funding coming from donors.

The Minister for Relief, Disaster Preparedness and Refugees Hillary Onek has said the government has not done enough to monitor refugee funding from donors.  

Onek was on Wednesday speaking at the launch of the Parliamentary Forum on Refugees and Internally displaced persons (IDPs) at Parliament.  

According to Onek, several humanitarian agencies have been receiving funding from the international community meant for refugees, but Government has not done monitoring to ascertain whether the money has been put to its intended purpose.

He says Uganda is host to many refugees but is constrained by lack of adequate funds and yet many Non-Governmental Organisations and persons dealing in refugees spend most of the money on administrative work and not the basic needs of the refugees.

 Last year, Onek disclosed that Non-Governmental Organisations were the biggest beneficiaries of the Uganda Solidarity summit that raised over $500m in cash and in pledges.   

The Deputy Speaker of Parliament, Jacob Oulanyah said the burden of financing refugees should not be that of Uganda but the United Nations High Commissioner for Refugees-UNHCR.

Joel Boutroue the UNHCR Country Representative said Uganda has showed goodwill in hosting refugees, but it is being let down by low funding for refugees.

He says Uganda’s contribution to support on refugees is unique.

According to Kumama Nsamba George Wilson, the chairperson of the forum and MP Baale County, the objectives of the Parliamentary Forum on Refugees and IDPs will be to spearhead policy and legislation towards the rights of refugees and IDPs, and to strengthen and advocate for the health care, education and welfare and better living of refugees and IDPs.

The forum comprises of MPs from refugee hosting districts. They include Driwaru Zaitun, the Woman MP Yumbe district, Moses Angundru from Terego West, Richard Othieno Okoth West Budama, Robert Kasolo from Iki Iki, Mangusho Cherop Lawrence, Kween County, Ninsiima Boaz from Kooki County and Paul Asaba Kyaka North MP.

Uganda hosts 1.2 m refugees majority of them from South Sudan.
