UN Chief Backs Museveni, Kabila on Congo Rebels

UN Secretary-General, Ban Ki Moon wants the M23 rebels in Democratic Republic of Congo (DRC) to immediately lay down their arms in accordance with the agreements reached in Kampala.

UN Secretary-General, Ban Ki Moon wants the M23 rebels in Democratic Republic of Congo (DRC) to immediately lay down their arms in accordance with the agreements reached in Kampala.

Mr. Ban Ki Moon, in a statement issued on Tuesday, said the rebels should immediately withdraw their forces from Goma in line with the outcome of the International Conference on the Great Lakes Region (ICGLR) Summit held in Kampala on 24 November.

He welcomed the joint communique of Presidents Kabila, Kagame and Museveni and urged encourages the parties to build on the dialogue among the leaders of the Great Lakes region to address the fundamental causes of conflict.

Meanwhile Ban Ki Moon  reiterated his personal commitment to support these efforts and said that  he is determined to ensure that the United Nations presence in DRC be adjusted to respond to the evolving challenges in line with relevant Security Council resolutions on the DRC.

President Museveni last week convened a crisis meeting with leaders of neighbouring Rwanda and Congo following the M3 rebel capture of Goma in Eastern DRC. The leaders demanded that the M23 rebels stop their offensive and pull out of Goma.

The political leader of the M23 rebel movement said the group is ready to withdraw from the city of Goma if Congolese President Joseph Kabila meets their conditions. It is still not clear, however, if the rebels truly intend to leave the city.

The M23 rebel leader Jean-Marie Runiga on Tuesday speaking on Voice of America said they are now willing to withdraw their military force.

He however said the rebels want President Kabila to meets their demands. The demands according to Jean-Marie Runiga include the release of political prisoners and the need for a national dialogue with the opposition.

The rebels had not retreated by the time of filing this report.
