Uganda National Examination Board-UNEB has finally cancelled the Primary Leaving Examinations results of candidates in Luweero district after they were found guilty of their involvement in examination malpractices. They include 150 candidates from Zirobwe Church of Uganda primary School, 77 Bombo Mixed Primary School and 36 from Busiika UMEA. Others are from Lusenke Primary School, Anonya Orthodoxy and St. Matia Mulumba primary School with one candidate each.

In January 2013, UNEB withheld the examination result of the affected candidates citing external assistance, collusion and impersonation among others. However, UNEB gave the affected head teachers a chance to defend their candidates against the allegations before a final decision is made. Uthman Jjuuko Kamoga, the Luweero District Inspector of school says that the head teachers of the affected schools, pupils, supervisors and invigilators were summoned and grilled by Fagil Mandy, the UNEB chairman over their role in the malpractice.

He explains that UNEB tabled the original examination scripts of the affected candidates with crossings, an indication that the candidates had received external assistance. According to Kamoga, the head teachers failed to explain the anomaly forcing Mandy to order the cancellation of the examinations.

  Cue out:……examinations in future.’’//

Kamoga says that they are also waiting for official communication from UNEB so that they can take disciplinary action against the implicated officials. The parents of affected pupils and local leaders have also renewed their pressure on the implicated headteachers to resign or be sacked over their role in the malpractice. Zena Nasur, the LC V councilor Nyimbwa Sub County says the headteachers are solely to blame for the cancellation of the PLE results.

James Lubega, a parent at Zirobwe Church Of Uganda primary school says that as parents they didn't play any part in the examination malpractice adding that, the head teachers should be held accountable. Lubega says that they want the head teacher to be sacked from the school. The implicated head teachers have declined to comment on the latest development. But in earlier interviews with this reporter, the head teachers denied playing any role in the examination malpractice.

Last year, Luweero district Education Department took measures including demoting, transferring and cautioning head teachers whose pupils were found engaging in examination malpractices.
