Uproar As Kabale Security, NRM Leaders Endorse Maj. Gen. Mutebire for MP Seat

The decision by National Resistance Movement-NRM party and security officials to declare Major General Sabitti Mutebire, the NRM candidate for the 2021 Kabale municipality parliamentary seat has enraged voters. 

Major General Sabitti Mutebire is the commander of the UPDF Engineering Brigade and brother to Central Bank Governor, Dr. Emmanuel Mutebire.  He was recently promoted by President, Yoweri Museveni from Brigadier to Major General. 

On Saturday, a team of officials led by Kabale Resident District Commissioner, Darias Nandiinda, District Internal Security Officer, Ronald Kashaija Byenjeru and NRM party leaders led by the Greater Kabale NRM registrar, Maurice Mugenga Keitaba hired over 200 boda boda riders to welcome Maj. Gen. Mutebire at Food Station Hotel at Kabaraga hills in Kaharo Sub county and led him in a procession to Kabale town.  

The group convened for a public rally at Little Litz Hotel gardens, which belongs to Christopher Mulenga, the Greater Kabale District NRM Treasurer. During the rally Hajji Abdallah Bashil, the NRM Chairperson Rushaki village in Southern Division endorsed Maj. Gen. Mutebire as the NRM party candidate for Kabale municipality MP seat in the 2021 elections.

He noted that Maj. Gen. Mutebire is capable of representing the people of Kabale Municipality. He was seconded by Runyatsi Matsiko, the Central Division NRM chairperson and his Northern Division counterpart, Isaac Mucunguzi Rushoga who described Maj. Gen. Mutebire as a great man whom voters shouldn’t lose.

Darias Nandiinda, the Kabale RDC who spoke on behalf of security, said Maj. Gen. Mutebire is the right person to represent the people of Kabale Municipality in parliament, saying the current representative plays with their minds and isn’t cooperative with President, Yoweri Museveni and Prime Minister, Ruhakana Rugunda.

On his part, Mutebire advised the leaders to write to the President requesting him to allow him to retire from the army so that he can officially join NRM and contest for the Kabale Municipality MP seat come 2021. Mutebire said he is ready to carry the NRM flag once his bosses allow him to retire.

The pronouncements by the officials have enraged voters. Brian Ahereza, a voter in Nyabikoni in Northern Division, says despite the fact that they are very happy about Maj. Gen. Mutebire’s promotion, he shouldn’t engage in elective politics since he is still a serving army officer. He says Mutebire’s partisan statements contravene the constitution and must be condemned.

Kenneth Orikumanya, a resident of Butobere in Central Division also condemns Nandiinda for fronting a candidate yet it is not electioneering time. He also condemns the party registrar for showing sides yet he is supposed to be neutral.

Paul Turinawe, a resident of Kigongi B in Central Division, says Mutebire should first retire from the army before getting involved in elective politics. Turinawe asks the RDC to educate voters about the right candidates instead of fronting candidates with intentions of fulfilling his personal interests.

Merab Kyarisiima, a resident of Makanga in Central Division and Scovia Ahabwe from Upper Bugongi, say that Mutebire has shown signs of greed by getting involved in active politics when he is still a serving army officer.

Article 208 (1) of the Ugandan Constitution provides that the national army shall be ‘non-partisan” as well as “subordinate to the civilian authority”.

Section 99 of the UPDF Act 2005 bars a serving army officer from seeking political appointment or engaging in partisan politics.

Kabale Municipality is currently represented by Andrew Aja Baryayanga, an independent. 

e defeated NRM's Serapio Rukundo in 2011 and Francis Mwesigye Runumi in the 2016 general elections.
