Zombo District Struggles With Shortage of Staff

Zombo district Local Government officials have raised concerns over the understaffing gap.

The Auditor General’s report for the 2022/2023 financial year listed Zombo as one of the districts with the highest under-staffing levels in the country with a human resource gap of below 50 per cent. Out of the approved 418 positions only 232 have been filled according to the Auditor's report.

The most affected staffing gaps have been identified at the district, sub-county and Town council headquarters. According to the officials, the predicament has significantly affected decision-making processes since most of the staff are holding acting positions in the absence of substantive office bearers.

According to Munguaciel, their hopes of addressing the staffing gaps have further been dented by the recent directive from the Ministry of Public Service stopping all districts from recruiting new staff.

James Oyullu Oruna, the Zombo District LC V Chairperson told URN that the critical staffing gap in the district has significantly contributed to the district's decline in the performance of key service delivery outputs. Oyullu further noted that although they received some funds for recruitment, the wage bill was returned to the consolidated fund due to the recruitment ban imposed by the Ministry of Public Service.

Zombo district Local Government was curved out of Nebbi district following a series of lobby campaigns by the defunct Okoro Development Forum (ODF). The district started its full operations on 1st July 2010.
