Zombo Struggles to Recover UGX 50M from Ghost Emyooga SACCO

Grace Atim, the deputy Resident District Commissioner (RDC) for Zombo explains that her office has directed the police to take action on the leadership of the disintegrated Okoro Constituency Emyooga Welders SACCO such that 17 million shillings that was embezzled by the apex leaders can be recovered.

Local authorities in Zombo district are struggling to recover 50 million Shillings disbursed to a ghost Sacco, Okoro Constituency Welders Emyooga SACCO. 

Preliminary investigations at the office of the Resident District Commissioner indicate that the members of the SACCO are not welders but rather business operators who mobilized some locals to form the SACCO.

The matter came to the limelight after a group of Sacco members accused their SACCO leadership led by Yahya Bakhit of mismanaging 17 million Shillings after they reportedly withdrew the funds for the SACCO account and shared it among themselves before disappearing.

In August 2019, President Yoweri Museveni launched the presidential initiative on wealth and job creation, Emyooga programme to transform 68-per cent of homesteads from subsistence to market –oriented production.

Under the Programme, government funded 18 enterprises per constituency namely, carpenters, taxi operators, fishermen, journalists, veterans, boda boda's, women entrepreneurs, welders, performing artists, and elected leaders among others. Each Emyooga SACCO received an initial capital support of at least 30 million shillings to kick start their operations through the Uganda Micro Finance Support Center.

Ronald Waiswa, the zonal manager Microfinance Support Center for West Nile has directed the office of the district commercial officer together with the sub county community development officers to mobilize welders to join the Emyooga SACCO once the current leadership has been overhauled.

According to records at the Micro Finance Support Center, over 1.1 billion Shillings has so far been disbursed to 36 Emyooga SACCOs in the district as seed capital, as of the 2022/2023 financial years.
